Shen Yen is the leader of the Sage Kings and also also the leader of the conservative faction of the gods. He is also the mastermind behind the war with the Dark Ones, allowing them to injure the high priest, Xin Yue Kui and enter the Gods' Domain. He used this war to kill Tian and usurp control of the gods.
Shen Yen is also the reborn transcended vigor of Pan Gu, the former leader of the Ancient Gods.

Shen Yen is first introduced when he sent down three Sage Kings, Tian Wu, Bai Lian, and Xuan Feng to fight against the Fallen Gods and their new allies, the Dark Ones, and to retrieve the High Priestess Xin Yue Kui.
When Gods' Domain was invaded by the Humans, Fallen Gods, and the Dark Ones, he observed for most of the fight eventually heading on to Crystal Mountain where Ah Lan was able to infiltrate. He eventually informs Tian that he always he was the reborn transcended vigor of Pan Gu and is seeking to take control once again. After Bai Long's death, he seemingly kills Tian and offers a peace treaty to the Dark Ones. However, he promises to his fellow Gods in secret that this is just a ruse for the Gods to recover and get revenge in the years to come.
Years later after Dark Ones' City is thriving, Shen Yen has enhanced the new Gods with powers of the Ancient Gods with the side effect that they must feed on blood. He wages another war against the Dark Ones, having revealed to have imprisoned some Fallen Gods alongside a revived High Priestess by his side. While sending the new Gods to fight against the Dark Ones and their allies, Shen Yen deceives Xin Yue Kui into awakening two Dragon Warriors, Huang Long and Chi Long but offers her as the first sacrifice to them. He is later confronted by Tian Wu who relishes in his explanation that the new Gods are expendable, basically food for his Dragon Warriors. After Shi Xing defeats Huang Long, both he and Ah Gou kills Shen Yen, ending his reign of terror.
